The meeting was called to order by the president. The following members were present: Mr Collins, Mrs. Green, Ms. Griffin, Mr. McJoy, Mr. Mosley and Mr. Williams. Mr. Livingston was absent.
The May 9, 2016 minutes and financial report were approved as presented.
The principals presented proposed changes to be made to the student handbooks for the 2016-17 school year.
The superintendent discussed proposed changes to certified, classified, students, board, curriculum, administration, business and financial and community policies which were recommended by the Arkansas School Board Association. A motion was made by Mr. Collins and seconded by Ms. Griffin to approve the proposed changes to the student handbooks for Lakeside High, Middle, Elementary, Eudora Elementary and GT for use; and adopt the proposed changes to the district and personnel policies for the 2016-17 school year. The motion carried.
The superintendent presented the proposed budgets for 2016-17 and 2017-18 school years. The millage rate will remain the same. A motion was made by Mr. Mosley and seconded by Mr. Collins to approve the proposed budgets for fiscal year 2016-17 and 2017-18. The motion carried.
The superintendent gave the board a list of teachers needed for the 2016-17 school year. Also, strategies were discussed on how the positions will be filled.
The superintendent recommended an increase in hourly wages rate, beginning in July, which will be based on the state minimum wages increase ($8.33 per hour to $8.50 per hour). A motion was made by Mr. Collins and seconded by Mr. Mosley to the minimum wage rate of pay beginning July 1, 2016 for $8.33 per hour to $8.50 per hour. The motion carried.
The superintendent recommended changes to the following salary schedules: secretaries, district bookkeeper and accounts payable will receive a step increase based on experience and the federal coordinator will be indexed at 1.09, school purchasing agent will be indexed at 1.184 and a non-certified personnel with a degree in a needed teaching area that can not be filled by a licensed teacher will be indexed at 1.23 based on experience. Also, a waiver must be granted by the Arkansas Department of Education to be the teacher of record. A motion was made by Mr. Mosley and seconded by Mr. Collins to approve the superintendent’s recommendation. The motion carried.
The president requested that the board go into executive session for the purpose of employment, appointment, promotion, discipline, or resignation of personnel. After the discussion, the public was allowed to return.
A motion was made by Mr. McJoy and seconded by Mr. Collins to approve the contracts of all summer school teachers, bus drivers, cafeteria staff, custodians, painters, maintenance (2015-16) and new staff members for 2016-17 school year (see attached list). The motion carried.
A motion was made by Ms. Griffin and seconded by Mr. McJoy to accept the resignation of the following staff (see attached list). The motion carried.
A motion was made by Mr. Collins and seconded by Mr. Mosley to approve the addendum to existing contracts for the 2015-16 school year. The motion carried.
There being no further business, the meeting adjourned at 7:00 p.m.
