Lakeside Board of Education

Regular Meeting

November 8, 2021

Staff Development Room

5:30 P.M.

The meeting was called to order by the president. The following members were present: Rev. Green, Ms. Griffin, Mr. Livingston, Rev. McJoy, Mrs. Thompson and Mr. Williams. Mr. Mosley was absent.

The minutes and financial reports for October 11, 2021 were approved as presented.

Ms. Armour (High School Principal) and Mrs. Armstrong (Stem Director) gave a follow-up report to the board that provided more detailed information than what was presented on October 11, 2021 at the annual report to the Public.

The superintendent reviewed the district’s 2022 Facilities Master Plan in accordance to ACA. 6-21-806 as part of the regular meeting. The public was allowed to comment on the master plan. The superintendent requested that the board pass the following resolution for local support of the 2022 Facilities Master Plan with the required documentation. A motion was made by Mr. Livingston and seconded by Rev. Green to approve the resolution for local support of the 2022 Facilities Master Plan. The motion carried (See attached Resolution).

The superintendent discussed School Board Zones Overview Phase 2 Map Created November 1, 2021 by EFS Geo Technologies (Demographic) which meets the rezoning law. A motion was made by Mr. Livingston and seconded by Rev. McJoy to adopt a resolution pursuant to Ark. Code Ann.6-13-631. The motion carried (See attached Resolution).

The superintendent gave the board an update on receiving prior approval from the Arkansas Division of Public School Academic Facilities and Transportation to replace 50 HVAC units at the Lakeside Elementary and Middle Schools for $1,300,000.00. Also, the Arkansas Division of Public School Academic Facilities and Transportation gave approval to purchase ten new school buses for $1,061,656 using ESSER II and ARP (ESSER III) funds.

The superintendent discussed Emergency Connectivity Funds ($371,000) received, School Board Trainings, (ASBA State Conference December 8-10 at the Marriott), NSBA Conference (April 2-4, 2022), Rev. Green received recognition and a pin for 25 hours of in-service Training (ASBA). Also, the Lakeside Board of Education received Outstanding Board Award from ASBA that states; “for Achievement in Education Excellence and Ethical service to students through a shared vision, team effort and unified commitment to ensure the best possible climate and education opportunities in their communities”.

The superintendent recommended to the board to approve the annual reoccurring bonus for certified ($3000.00), classified ($1500.00), school bus drivers only ($750.00) and full time substitutes hired through ESS ($1500.00). A motion was made by Ms. Griffin and seconded by Rev. Green to accept the superintendent’s recommendation to give employees and full time substitutes (ESS) the above bonuses.

The amount of the bonus will be prorated based on contracted days and hours. The motion carried. The superintendent updated the board on vaccine clinic for children 5-11, booster vaccine for staff (December 2, 2021), Lakeside High Football Team made the state play-off and provided the board a map of school property on Hwy. 82 West.

The president requested that the board go into executive session for the purpose of employment, appointment, promotion, discipline or resignation of personnel. After the discussion, the public was allowed to return. A motion was made by Mr. Livingston and seconded by Rev. McJoy to approve the contract of Roshounda Halley Lee as a school bus driver and accept the resignation of Orean Wade as a pre-K paraprofessional. The motion carried.

There being no further business, the meeting adjourned at 6:30 P.M.
